The West Sound Technical Skills Center provides advanced career and technical education programming for students from ten school districts in the Bremerton, Washington area. The project includes remodeling and constructing approximately 104,000 square feet of building and redeveloping the campus site.

The West Sound Technical Skills Center project is being delivered with the progressive design-build methodology, and construction is occurring in multiple phases while the facility remains operational. The project is scheduled to be completed in 2027. Andersen Construction is serving as the general contractor and Bassetti Architects is serving as the architect.

Site improvements include an emergency vehicle road that encompasses the building, parking lots and drive aisles, pedestrian paths and gathering spaces, a synthetic turf playground, a fire training tower, a culinary garden, and a “sandbox” for forming concrete, excavating, and other similar construction trade activities. Frontage improvements include approximately 1500 lineal feet of half-street improvements and three driveway entrances along two Bremerton streets. Utility improvements include a water main extension and new services, sanitary side sewers and a grease interceptor, and a stormwater management system consisting of rain gardens and detention ponds.

The 13.7 acre site is encumbered with several steep slope areas, a wetland, and associated buffers. Ethos Civil helped collaborated with the geotechnical engineer, biologist, landscape architect, and other team members to develop a site plan that avoided the sensitive areas and minimized impacts. Avoiding sensitive areas provided a viable site plan, avoided complex permit approvals, and avoided costly mitigation measures.
