The West Sound Technical Skills Center in Bremerton, Washington provides advanced career and technical education programming for students from ten school districts in the Kitsap County region. The project includes remodeling and constructing approximately 104,000 SF of building as well as redeveloping the campus site.

The West Sound Technical Skills Center project is being delivered utilizing progressive design-build methodology, and construction is occurring in multiple phases while the facility remains operational. The project is scheduled to be completed in 2027. Andersen Construction is serving as the general contractor, with Bassetti Architects serving as architect.

Site improvements include pedestrian paths and gathering spaces, a synthetic turf playground, a fire training tower, a culinary garden, parking lots and drive aisles, an emergency vehicle road that surrounds the building, and a “sandbox” for forming concrete, excavating, and other construction trade activities. Frontage improvements include approximately 1,500 linear feet of half-street improvements and three driveway entrances along two Bremerton streets. Utility improvements include a water main extension and new services, sanitary side sewers and a grease interceptor, and a stormwater management system consisting of rain gardens and detention ponds.

The 13.7 acre site is encumbered with several steep slope areas, a wetland, and associated buffers. Ethos Civil collaborated with the geotechnical engineer, biologist, landscape architect, and other team members to develop a site plan that avoided the sensitive areas and minimized impacts. This provided a viable site plan while avoiding complex permit approvals and costly mitigation measures.
